Sort of random, but have you tried neck circumference? When my scale was flat for ~5 months, my neck dropped almost an inch and my shirts fit differently before anything else. I measure at the Adam’s apple, same time of day, once a month. Also compare progress pics in the same light/angle; my Feb vs June pics showed jaw/cheek change with identical scale weight. If you don’t already, track waist at navel too. What was the 25-lb goal based on—BMI, waist, or body fat? That might tell you whether the scale is the right scoreboard right now.
